Advancing the Vision of Primary Health Care for All
The Primary Health Congress is a collaborative platform dedicated to reviving, redefining, and reinforcing the foundational goals of Primary Health Care (PHC) as outlined in the historic 1978 Alma-Ata Declaration. This declaration emphasized PHC as “essential healthcare based on practical, scientifically sound and socially acceptable methods and technology made universally accessible to individuals and families in the community through their full participation and at a cost that the community and country can afford.”
Health equity
We advocate for equal access to quality health services regardless of geographic location, socioeconomic status, gender, or ethnicity.
Community-based care
We promote inclusive models of care that empower individuals and communities to actively participate in the design, delivery, and evaluation of health services.
Sustainable systems for health and development
Health systems must be resilient, efficient, and integrated into broader social and economic development efforts. We emphasize the importance of long-term planning, cross-sector collaboration, and environmental sustainability in building robust PHC frameworks.
Financial protection in
health services
Access to health care should never push individuals or families into poverty. We work to support systems that reduce out-of-pocket expenses and establish sustainable financing mechanisms to ensure that cost is not a barrier to care.
Our Mission
We aim to catalyze action, foster dialogue, and drive policy that enables equitable, accessible, and sustainable health systems rooted in PHC principles. By bringing together health professionals, policymakers, academics, and community leaders, the congress serves as a forum to exchange ideas, share innovations, and build strategies that ensure better health outcomes for all—especially the most underserved.

Our Focus Areas
Despite widespread recognition of Primary Health Care (PHC) as a cornerstone of effective and equitable health systems, its full implementation remains a global challenge. Decades after the Alma-Ata Declaration, many regions still face barriers such as under-resourced health systems, inequitable access to services, and insufficient community engagement. The Primary Health Congress was established to reignite the global commitment to PHC, re-examine its foundational principles, and explore innovative, context-specific solutions that can bring its vision to life.
These pillars remain vital in shaping resilient health systems that are inclusive, responsive, and people-centered.
