Gender & Women’s Economic Empowerment Lead, ICRW Africa

Chryspin Afifu Onkoba is a Gender, Governance and Policy Specialist and a Gender & Research lead at ICRW Africa, where he supports evidence-to-policy initiatives on the care economy, social protection, and inclusive health systems. He works with governments, civil society, and private sector actors to strengthen gender-responsive policy design, financing, and implementation—particularly on how unpaid and underpaid care work shapes women’s time poverty, service access, and economic outcomes. His work includes convening multi-stakeholder platforms, developing policy briefs and advocacy strategies, and supporting sub-national implementation pathways that connect community realities to national reforms. He has also contributed to research and training on gender integration, results-based reporting, and social accountability mechanisms across East Africa. At the PHC Congress, he will present practice-based learning on integrating the care economy into PHC financing and service design using the 5Rs framework to improve resilience and accelerate UHC.
